Transporters moving cargo under customs control in Kenya should prepare for a change to how electronic cargo tracking services are sourced. The current vendor’s contract ends on 26 October 2026. Transporters should arrange the appropriate tracking equipment and onboarding with an approved provider ahead of the transition.

What is ECTS?
The Electronic Cargo Tracking System (ECTS) enables cargo under customs control to be monitored while it is in transit. In the region, tracking is carried out through the Regional Electronic Cargo Tracking System (RECTS), a shared platform used by Kenya, Uganda and Rwanda.
Electronic tracking helps authorised parties monitor a consignment during its journey and respond to events such as tampering, route deviation or unauthorised unloading. The equipment and process used depend on the type of cargo: dry cargo is tracked using electronic seals, while wet cargo is monitored using e-Fuel sensors.
E-seals for dry cargo
An electronic seal is fitted to a container or other cargo unit before it begins its monitored journey. Once armed, it reports tracking and security information through the ECTS platform. This allows the consignment to be monitored as it travels from the loading point towards its authorised destination or disarming point.
E-seals can help detect events such as seal cutting, tampering or diversion from an approved route. Rivercross’s seals support solar charging and can be armed through RFID or a system command. The seals support repeated arming, and their battery can last approximately 50–60 days, depending on operating conditions.
e-Fuel sensors for wet cargo
Wet cargo, including fuel transported in tankers, requires a different monitoring approach. e-Fuel sensors are installed in the tanker compartments and are used to monitor cargo during loading, transit and unloading.
Before departure, the customer notifies the provider of the planned loading. The provider can then confirm that the cargo is visible on the system, helping the transporter verify that monitoring is in place before the vehicle leaves. A technician can check the sensor condition when needed; unlike dry cargo, the sensors are already installed and do not need to be fitted for every trip.
For tankers with several compartments, sensors are installed according to the required configuration. This gives the customer and authorised monitoring teams visibility of the cargo associated with each monitored compartment.
Why order before Now?
The current vendor’s contract ends on 26 October 2026. Ordering and beginning onboarding early allows time to confirm your requirements, arrange device allocation and delivery, and prepare your vehicles for monitored journeys.
Waiting until the transition date will leave less time to complete those steps. If you transport dry cargo, you will need the appropriate e-seals. If you transport wet cargo, discuss your tanker and compartment requirements so the e-Fuel sensor configuration can be confirmed.
